Well, Scorcese wouldn't be the first great to never win one - after all, Alfred Hitchock never won a directing Oscar either.
But it's kinda standard Academy operating procedure to overlook great stuff that should have won, then give the award for some lesser role (see: Washington, Denzel, among others).
